Frequently asked questions

Who Needs MSHA Part 48 Training?

Miners: All individuals who work at mines regulated under Part 48, including supervisors, new miners, and experienced miners.

Independent Contractors: Independent contractors and their employees who work at mines covered by Part 48.

Types of Mines Covered by Part 48

MSHA Part 48 regulations apply to: All Underground Mines: Any mining operation that takes place below the surface.

Surface Coal Mines: Surface mines where coal is extracted.

Surface Metal/Nonmetal Mines: Surface operations extracting materials like gold, silver, copper, and other metal or nonmetal ores.

Why It's Required

Like Part 46, the reasons for MSHA Part 48 training center around safety and regulatory compliance:

Hazard Recognition: Miners receive training on identifying and mitigating potential hazards specific to the types of mines covered under Part 48.

Regulatory Compliance: MSHA Part 48 mandates training to ensure workers understand and follow the safety regulations that govern their type of mine.

Best Practices: Training promotes safe and efficient work practices to minimize risks and improve operations.

Emergency Response: Miners learn the correct procedures to follow in the event of an emergency.

Key Differences Between Part 46 and Part 48

While both parts focus on miner safety, there are some critical distinctions:

Scope: Part 46 covers a more limited set of surface mines, while Part 48 encompasses all underground mines, surface coal mines, and some surface metal/nonmetal mines.

Trainer Requirements: MSHA approves Part 48 trainers, whereas Part 46 trainers are deemed "competent persons" by the mine operator.

Training Plan Approval: Part 48 training plans must be approved by MSHA; Part 46 plans don't require MSHA approval as long as they meet regulatory requirements.
